This is not true. Recently I tried killing an op healer with a deception assassin and all he did was stand still and run a simple rotation. I couldn't even get him down to half, this includes interrupts, mezzes, stuns, autocrits, stealth out reset everything. He literally did nothing but stand still and run a very simple rotation. He didn't even use his evasion.
